POWERS: To put it plainly, Kogan is a reaper. The whole hooded black cloak and scythe is a bit cliche, but it's him. The "Angel of Death" comes as the dying sees them, so Reapers have the ability to shape-shift to be more appealing to the soon to be deceased (mainly not to frighten them, a frightened soul is a useless soul). The main goal of the Reaper is to be a psychopomp for the dying. He takes his blade (for Kogan, it is a giant scythe that is larger than him) and severs the soul from the body in one large motion, he then provides safe passage to the afterlife. Reapers do not provide judgement, only passage.

Lastly, Reapers can "see" the death for any individual. He can see if you fall to your death, get sick, etc. He can also give a rough estimate of how much more time you have in this world, however, it is only an estimate of how much longer you have til you meet your Reaper. The time can change, for death is never set in stone. Everything changes with the passing of time and the decisions that are made.

Reapers also have item manifestation, meaning, they can manifest his book, pen, and their weapon of choice out of thin air. That is all that he can manifest.
